Permits and Inspections

To protect life and safety, the Village has enacted a comprehensive set of codes to ensure safe and sound building and development in the Village.  To ensure code compliance, a permit application with related plans are submitted to the Department for review, and upon approval, permits issued authorizing the work.  During and at the end of construction, inspections are performed to ensure compliance with the permit and Village codes.

Work Requiring a Village Permit

All New Construction, or Any Modifications or Alterations in Existing Buildings

A Village Permit is required for all new construction within the Village, such as new buildings or additions, or for any alteration or modification to an existing building or home, such as any modification to existing electrical, plumbing, or HVAC components or for any other physical change to the structure. A Village permit is also required for the demolition of any building or for any interior demolition within an existing structure.

Any Site Improvement or Change to a Property

In addition to new construction or modifications or alteration to an existing building or home, a Village Permit is also required for any change or improvement to a property or site including the installation of fences, garages, sheds, other accessory structures, pools, driveways, sidewalks, patios or other pavement surfaces, lawn sprinkler systems, the removal of a tree, or any change in site elevation or drainage.

Replacement and Miscellaneous Work

Replacement of gutters & downspouts, replacement of windows and doors, re-roofing, tuckpointing, replacement of water heaters and installation of security alarms all require a Village permit.

Work Not Requiring a Village Permit

No Village permit is required for painting, wallpapering, decorating, or the simple replacement of light fixtures.  A permit is also not required for the standard replacement of refrigerators, stoves, dishwashers, washers or dyers, unless the replacement requires a change to the existing electrical or HVAC system.

It is illegal to undertake work without a permit when a permit is required.  If you are uncertain whether work requires a permit, contact the Department for a determination.  Work without a permit can result in substandard work and can be costly.  Village Code requires the payment of fines and fees for work undertaken without a permit.

Essential Permit Information

Permit Time Period

Work must begin within 180 days of permit issuance. The permit is valid for 1 year from the date of issuance. Time extensions for a permit may be authorized but require the payment of additional permit fees. Permit fees are non-refundable.

Permits Are Issued Pursuant to Village Code

Permits issued by the Village are pursuant to Village Code and do not confer any approval or right to violate a restrictive property covenant, easement right, Association Declaration or other instrument or restriction which may be recorded affecting the property.  Owners are encouraged to review their property records and if the property is governed by an Association, to contact their Association to ascertain if the desired work or improvement is acceptable prior to obtaining a Village permit.  For some work, additional permits or authorization may be required from other governmental agencies.  While the Village will help identify such other authorizations, it is the duty of the permitee to secure all other approvals or permits necessary for the work.

Inspections Required

All permitted work in the Village must be inspected to ensure compliance with the issued permit and Village Codes.  Depending on the nature of the work, such as the construction of foundations, new buildings or additions, inspections are also required during the work, when construction or installations are visible and compliance can be verified.  At time of permit issuance, inspection requirements will be indicated.  If uncertain when inspections are required, please contact the department.  Failure to schedule a required inspection at the proper time during construction, could require, for instance, the removal of drywall for inspection, so that construction techniques and installations can be verified.
