The Village of Lincolnwood is pleased to announce the hiring of its new Director of Finance, Denise Joseph. The announcement comes after the retirement of former Finance Director, Robert Merkel.
Mrs. Joseph has over 20 years of experience in local government administration, with specialized skills in public finance, budgeting, risk management, strategic planning, and customer service. Most recently, she served as the Assistant Finance Director for the Village of Glencoe. Mrs. Joseph was responsible for supervising the day-to-day operations of the Finance Department in matters relating to utility billing, purchasing, accounts payable, accounts receivable, cashiering, and payroll/benefits. Other responsibilities included coordinating the annual budget development and audit, overseeing purchasing activities in all departments, managing the Village’s risk management function, and providing administrative support to the Village’s Police Pension Board. Prior to working for the Village of Glencoe, she was the Assistant to the Village Manager at the Village of Niles.
Mrs. Joseph was heavily engaged in the Village of Glencoe’s budget development and oversaw the 10-year Capital Improvement Plan, including $58M in projected capital and infrastructure spending. She was instrumental in Glencoe obtaining awards for Excellence in Financial Reporting for the Annual Budget, Comprehensive Annual Financial Report, and Popular Annual Finance Report from the Government Finance Officers Association (GFOA).
Mrs. Joseph earned a Bachelor of Arts in Public Policy and a Masters of Public Administration from Roosevelt University. She is currently pursuing being designated a Certified Public Finance Officer (CPFO). Mrs. Joseph is active in various professional groups, including the GFOA, Legacy Project, and the Illinois City/County Management Association (ILCMA).

The hiring of Denise Joseph comes after a nationwide search was conducted to fill the position. Mrs. Joseph will begin working with the Village on June 15, 2021.
