Plans & Reports
To assist in formulation of various Village policies or actions concerning community development, various plans and reports are prepared. Below are key plans and reports that assist the Village in establishing policies or taking actions.
Bikeway Plan
The Village is in a keystone location to provide continuity to a regional bikeway system between the City of Chicago and the Village of Skokie. The Bikeway Plan report (PDF) provides guidelines for the long-term development of a bikeway system that improves bicycle circulation within the community as well as establishes connections to larger bikeway systems.
Community Profile
The Community Profile report (PDF) provides a statistical view of the people and economy of Lincolnwood.
Comprehensive Plan
The Comprehensive Plan (PDF) provides the guide for land use decisions and forms the basis for the Zoning Code. The Village's current Comprehensive Plan was adopted 2016.
Devon Avenue Corridor
The Devon Avenue Corridor plan (PDF) was prepared by the prestigious Urban Land Institute (ULI) and released in early 2014, this report provides key recommendation in the areas of Redevelopment Opportunities, Transportation Improvements and Streetscape Enhancements for that portion of the Devon Corridor located between McCormick Boulevard and Lincoln Avenue. This study of the Devon Corridor by ULI was made possible by the Chicago Metropolitan Agency for Planning (CMAP) and with support by the City of Chicago.
Devon-Lincoln Tax Increment Financing (TIF) Plan
The Devon-Lincoln Tax Increment Financing (TIF) Plan (PDF) document was adopted in 2014 by the Village Board with the creation of the Devon-Lincoln TIF District. This plan document provides a framework for funding future improvements located in this TIF District.
Lincoln Avenue Corridor Plan
The Lincoln Avenue Corridor Plan (PDF) was prepared in 2005 by the Lincoln Avenue Task Force and provides a plan and set of recommendations for public spaces for development regulations and guidelines for the Lincoln Avenue Corridor. In 2006, this plan was incorporated into the Comprehensive Plan and recommended development regulations incorporated in the 2008 Zoning Code.
Lincoln Avenue Streetscape Plan
Approved in 2009, the Lincoln Avenue Streetscape Plan (PDF) provides a guide and framework for improving the public right-of-way of Lincoln Avenue and was recommended in the Lincoln Avenue Corridor Plan. The plan calls for the designation of marked parking lanes and bike lanes in the corridor as well as improved pedestrian crosswalks and amenities.
Lincolnwood Town Center (LTC) Concept Plan
The Lincolnwood Town Center Concept Plan was adopted in 2022 and presents the Village’s vision for the repositioning of the Town Center Mall as a mixed-use district featuring entertainment, recreation, employment, commercial, and dining destinations. The planning process was done in conjunction with the current ownership group for the property. The Village will be marketing the property as the next major opportunity for economic development in Lincolnwood. The Lincolnwood Town Center Concept Plan document is available here.
North Lincoln TIF
The North Lincoln TIF (PDF) document was prepared to provide an overall framework for funding future improvements and redevelopment near the Lincoln-Touhy intersection. It was adopted in 2019 with the establishment of the North Lincoln TIF District.
Northeast Business Park Improvement Plan
The Northeast Business Park Improvement Plan (PDF) was prepared in 2000 and recommends improvements to the northeast business area of the Village, also referred to as the Lincolnwood Business Park.
Northeast Industrial District TIF Plan
Prepared in 1996 when the Village established the Northeast Industrial District TIF District, the Northeast Industrial District TIF Plan (PDF) document provides redevelopment goals for this area, now called the Lincolnwood Business Park.
Northeast Industrial District (NEID) TIF Conceptual Development Plan
The TIF for the Northeast Industrial District expired at the end of 2020. To utilize the TIF before its expiration, the Village of Lincolnwood developed the Lincolnwood NEID TIF Conceptual Development Plan (PDF) to create a comprehensive vision for the district. Strategic Plan & Vision Statement
The Village's Strategic Plan (PDF) was originally adopted in 2005 and updated in 2010, 2012, 2014, and 2017. The attached document is the Village Board's vision for the community for the years 2022 through 2024.
Touhy-Lawndale TIF Plan
Prepared in 1998 when the Village established the Touhy-Lawndale TIF District, the Touhy-Lawndale TIF Plan (PDF) document provides redevelopment goals for this area. The site is now redeveloped with a Lowe's Home Improvement store.
Touhy-Lincoln Development Study (Former Purple Hotel Site)
On August 15, 2017, the Village Board approved the Preferred Conceptual Site Plan, prepared by Lakota Group, as a plan that embodies the concepts, uses, densities, massing, and general layout the Village supports for the property located at the northwest intersection of Touhy and Lincoln (PDF) (the former Purple Hotel Site). It is not intended as a blueprint for development, but rather, a guide.
Lincolnwood Business Park Retail Analysis & Feasibility Report
Completed in 2010, the Lincolnwood Business Park Retail Analysis and Feasibility Report (PDF) report analyzes retail market potential, site capacity, and impediment to retail development in the Lincolnwood Business Park area. This report identifies proximity to both Touhy Avenue and the Lincolnwood Town Center as major factors for area retail redevelopment.
