Lincolnwood's Affordable Housing Plan

The Village of Lincolnwood has developed an Affordable Housing Plan in accordance with the Affordable Housing Planning and Appeal Act, as administered by the Illinois Housing Development Authority (IHDA). The Act requires all municipalities with populations over 1,000 to adopt a plan aimed at achieving at least 10% affordable housing; Lincolnwood currently stands at 6.7%. While the Village was previously exempt due to its Home Rule status, a 2021 amendment to the Act reclassified it as non-exempt.

To ensure the plan aligns with IHDA requirements and reflects Lincolnwood’s unique character and community needs, the Village partnered with Homes for a Changing Region to create an Action Plan. This collaboration included a community survey to collect demographic data and assess affordable housing demand. The resulting action plan, along with the Village’s adopted, submitted, and approved plan, is included below.

2025 Affordable Housing Plan

The Village of Lincolnwood's Affordable Housing Plan was adopted at the October 9, 2025 Village Board meeting. Within four years of adopting the Plan, Lincolnwood must submit a report to IHDA summarizing the actions taken to implement the Plan.
